A Sedgwick County man is being held on $1 million bond after his first court appearance on nine sex crime charges, six of them involving a child under 14.
Randall McKinnis appeared Thursday, Sept. 17, in Sedgwick County District Court on six counts of indecent liberties with a child and three counts of sexual battery, KWCH reported.
All six child-related charges involve a victim younger than 14, according to court documents cited by KWCH. Five of those charges stem from alleged incidents in 2026. The sixth dates to September 2019.
The three sexual battery counts involve two people who were at least 16 at the time of the alleged offenses. Two of those charges are tied to alleged incidents in June 2026. The third is tied to an alleged incident in September 2025.
The charges carry sharply different potential penalties under Kansas law. Sexual battery is classified as a Class A person misdemeanor under K.S.A. 21-5505.
The child-related charges could carry far more severe consequences. Under K.S.A. 21-5506, acts involving a child under 14 can constitute aggravated indecent liberties with a child, an off-grid person felony that carries a potential life sentence when the offender is 18 or older. KWCH described the charges as "indecent liberties with a child." The exact charge classification has not been confirmed from court documents.
The arresting agency and presiding judge have not been identified in available reports.
McKinnis is scheduled to make his second court appearance on Monday, Sept. 28.
